| Overview：The 260 KMTA acrylonitrile project
of Sinochem Quanzhou is equipped with a 200 KTMA Sulphuric Acid
Regeneration (SAR) plant. The 200 KMTA Sulphuric Acid Regeneration (SAR)
plant of Sinochem Quanzhou Petrochemical Co., Ltd. uses dilute ammonia
sulfate solution from acrylonitrile (AN) plant and waste acid water from
methyl methacrylate (MMA) plant as raw materials. Through thermal
cracking, oxidation, conversion and other processes, the sulfur element
in it is regenerated into sulfuric acid, which is returned to the
acrylonitrile plant and the methyl methacrylate (MMA) plant for use. The
bidder provides the process technology of 200 KMTA Sulphuric Acid
Regeneration (SAR) plant. The main process units are composed as
follows: Regeneration unit, flue gas purification and drying unit,
concentrated acid absorption unit, tail gas scrubbing unit. The main
purchases are as follows: process design package: including patent
rights and technical know-how license fees, process design package and
technical documentation fees, technical service fees, and technical
training fees. |

| 3.Qualification Requirements For Bidder |
| Qualifications or Performance：(1) Bidder
from within P.R.C. should provide the copy of Effective Business
License, Bidder from abroad should provide the copy of Effective
Business Registration.
(2) The bidder shall comply with the following provisions: The legal
representative shall not bid concurrently for two or more legal persons
of the same person; The parent company may not participate in the tender
simultaneously with its wholly-owned subsidiary and/or holding company.
(3) From March 1, 2012 to now (subject to the operation time of the
project), the bidders should have at least one successful performance of
200 KMTA or above (Annual capacity of single set) Sulphuric acid
regeneration plant in support of acrylonitrile plant. The bidders must
provide the relevant performance list (indicating the scale, product
type, user name, user location, production time, etc.) and relevant
supporting materials (such as copies of key pages of the contract,
performance acceptance certificate, etc.) of the operating devices that
meet the above conditions in the tender document.
(4) This project does not accept consortium bids.
(5) The bidders should provide a bank reference letter in original or
its copy issued by their account banks within 3 months prior to the time
of bid opening. (The copy needs to be signed or sealed by authorized
person of bidders).
(6) Bidders must complete registration on the China International
Bidding Network before the deadline for submission of bids. |
