1. 中化商务有限公司（招标代理机构）受中化泉州石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：
超声波流量计 2台
（要求详见招标文件第八章《货物需求一览表及技术规格》）
2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
3. 项目概况：根据中化泉州石化项目现场情况，需在化工高压火炬4#简体、PX火炬4#简体增设2台超声波流量计。
*4. 对投标人的资质业绩要求：
1） 对中国关境内投标人须提供有效的营业执照副本复印件，中国关境外投标人须提供企业经营许可证明文件复印件。
2） 投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；
3） 本项目接受制造商或其制造商所在集团的中国办事处或制造商所在集团的销售子公司直接投标，也接受代理商投标，如为代理商投标，须提供制造商或制造商所在集团的销售子公司或制造商中国办事处针对本项目的唯一授权函复印件，原件投标人自带评标现场以备核查；
4）业绩要求：2010年1月1日至今（以合同签订时间为准），投标产品在中国境内应至少拥有5个同类装置（高压火炬设施）不同用户的使用业绩，且使用总数量不少于20台，前述业绩均需成功且连续运行3年以上。
投标人须提供业绩合同复印件（内容至少包括装置名称、工程项目名称、产品型号、产品数量及投用时间），及加盖用户章的用户证明（应包括供货范围、装置名称、产品型号、产品数量、投用时间等）；合同或证明文件不提供、提供不完整、有虚假信息或不清晰视为无效业绩，招标人保留核实权利。
5） 投标人财务状况优良，近三年（2018-2020年，如投标人2020年财务审计报告未出，可提供2017年-2019年））资产负债率均不得高于70%，投标人需提供经第三方审计的财务审计报告。若资产负债率高于 70%，投标人须承诺提供预付款和进度款保函或货到现场验收合格支付货款 95%,投标人需提供书面承诺函，否则其投标将被否决。
6） 2016年1月1日至今，投标人在石油化工行业提供的产品不应出现过重大质量问题，投标人需提供书面承诺函。
7）投标产品应具有《中华人民共和国计量器具型式批准证书》，投标人需提供响应证书复印件。
8）投标人所投货物中的电子式仪表应具有国家授权防爆认证机构（也包括由国家认证监督管理委员会授权的国际权威认证机构，如IECEx或ATEX等）颁发的《产品防爆合格证》，投标人需提供响应证书复印件。
9） 本项目不接受联合体投标。
10） 投标人需提供在开标日前3个月内由银行出具的资信证明的原件或复印件。
11） 投标人在投标截止时间前需在中国国际招标网上完成注册。

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supplies as follows for CHEMICAL HIGH PRESSURE TORCH FACILITY.（Details shall be found in Section 8 Schedule of Requirements and Technical Specifications ）:

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM International Tendering Co., Ltd.
3. Project overview:
According to the site situation of Sinochem Quanzhou Petrochemical Project, two ultrasonic flowmeters should be added in the 4# chemical high pressure torch and 4# PX torch.
*4. Qualification requirements to the bidders:
1) Bidder from within P.R.C. should provide the copy of Effective Business License, Bidder from abroad should provide the copy of Effective Business Registration.
2) The bidder shall comply with the following provisions: The legal representative shall not bid concurrently for two or more legal persons of the same person; The parent company may not participate in the tender simultaneously with its wholly-owned subsidiary and/or holding company.
3) The project accepts direct bid from manufacturer or manufacturer's group sales subsidiary, and also accept agent bidding, if bidding is from the agent, the manufacturer shall provide only authorized letter for this project from manufacturer, manufacturer group's sales subsidiary or the China office of manufacturers, and, the only copy of authorization letter with official seal of the bidder should be binded in the bidding documents, bidders take the original document for verificationin the Bid evaluation site.
4) Performance requirements:from Jan 1st, 2010 to present (subject to the date of signing the contract), the tendered products should have at least 5 different users of similar devices (chemical high pressure torch facility) in China, and total number of the products shall be no less than 20 units. All the above-mentioned the products shall be successful and run continuously for more than 3 years. The bidder shall provide a copy of performance contract (including at least the name of the device, the name of project, the model of product, the quantity of the product and putting-in-service proactively time), and the user’s certificate with seal of user(including the scope of supply, the name of device, the model of the product, the quantity of the product and putting-in-service proactively time, etc.); Failure to provide, incomplete, false or unclear contract or supporting documents shall be deemed as invalid performance, and the tenderee reserves the right to verify.
5) The bidder's financial status is excellent. In the past three years (2018-2020, if the bidder's 2020 financial audit report is not available, 2017-2019 can be provided), the asset-liability ratio must not be higher than 70%. Third party audited financial audit report. If the asset-liability ratio is higher than 70%, the bidder must promise to provide a guarantee for advance payment and progress payment or 95% of the payment for goods delivered to the site for inspection and acceptance, and provide a written commitment letter, otherwise their bid will be rejected.
6) From Jan 1st ,2016 to the opening time of this project, the products provided by the bidder in the petrochemical industry should not have experienced major quality problems, bidder must provide a written commitment letter..
7) The tendered products shall have the Approval Certificate of Type of Measuring Instruments of the People's Republic of China. The copy of certification should be provided.
8) The electronic instrument in the goods submitted by the bidder shall have the product explosion-proof qualification certificate issued by the national authorized explosion-proof certification body (including the international authoritative certification body authorized by the Certification and Administration Commission of China, such as IECEX or ATEX). The copy of certification should be provided.
9) This project does not accept consortium bids.
10) The bidder shall provide the original or photocopy of the credit certificate issued by the bank within 3 months before the bid opening date.
11) Bidders must complete registration on the China International Bidding Network before the deadline for submission of bids.
5. Interested bidders may purchase Bidding Documents from May., 20th, 2021 to May., 27th, 2021 during 09:00AM–5:00PM (Beijing time) upon non-refundable payment of RMB 2000 or USD 300 for each complete set of bidding documents. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
